Using ftps or sftp to transmit data from the Windows 2012 r2 server without third party software

Currently I write scripts or application engine programs to gather the data, write out the file to the server and then use WINSCP to sftp the file to another server.  Is there any way to do this in peoplesoft without having to use third party software and do it through the process scheduler?

I am on a windows 2012 r2 server running tools 8.54.30 for HCM 9.2
