Change Assistant running PSJob or JobSet

I don't have access to play/confirm myself, so asking out here....  Can Change Assistant run a PSJob or a Scheduled JobSet?

In a recent deployment, we used a Scheduled JobSet so that we could have several programs run in a specific sequence, each with their own Run Control IDs for correct parameters.  Running a Scheduled JobSet required leaving a process scheduler up.  Our PS Admin would prefer that all process schedulers be down instead of leaving one up and having to hold jobs we don't want to run during the deployment.

The Admin is saying that they think that all the tasks can be done via Change Assistant, including the JobSet.  But from my research, I doesn't look like PSJob or Scheduled JobSet can be run from command line, and isn't that what would be required to run the program via Change Assistant? (It's been a LONG time since I last used it, so my memory is fuzzy there.)  The individual programs, obviously, can be run from CA, but I'm a little skeptical that the JobSet can be (and JobSet is what allows a Job to have different run controls for
