India GST First Party Registrations - multiple GST registrations

We have one operating unit with multiple GST registrations (Delhi, Uttar Pradesh, Maharashtra)

I have created a Regime, Regime Code = GST-India-01

when I try to enter the multiple GST Registrations, I receive error JAI_TAX_VALUE_DUP(JAI_VALUE = Tax Regime Name)

Following the Troubleshooting Guide, under 5 ,

'Per functionality, One Regime can have only one Primary Registration name value.'

-> does this mean I should expect to set up a Regime for each State where the OU is registered?

thanks in advance, I am having trouble with the documentation as we all have different scenarios to fit into the new GST architecture.
