Oracle 11.2.0.1 Client Install on Win2008 Server SP2 Failing: Unable to locate Java

Attempt to do new Oracle 11.2.0.1 client Install on win2008 SP Server (VM) failed with these messages:

Downloaded JDK 1.7.x and installed into C:\Program Files\Java\jdk1.7.0_80

set JAVA_HOME = C:\Program Files\Java\jdk1.7.0_80

Set PATH = C:\Program Files\Java\jdk1.7.0_80\bin

Error msg= Java runtime environment was not found in bin\javaw.exe

                   Hence Oracle Installer cannot be run. Please visit http://www.javasoft.com and install Java 1.3.1 or higher and try again.

Tried JRE1.7.x, JDK 1.7.x, JRE1.8.20...no Luck. please help
