RPM_ITEM_ZONE_PRICE data issues/queries

Why do we have non sellable items and simple packs in rpm_item_zone_price ?

As RPM is used only for pricing (markups/markdowns/promos) for sellable item only, then why we are inserting non-sellable items into rpm_item_zone_price table ?
