Budget Date Out of Bounds

We are running commitment accounting.  With Payroll we track budgets but don't control them.  We are upgrading to 9.2, when budget checking we are getting a budget date out of bounds error, but the activity and project dates go through 12/31/2017 and are active.  The payroll is for 3/25/2017.  Why would we get an out of bounds error?
