FSCM Update Image 9.2.023 install ends with: Configuring Post-Boot PeopleSoft Environment: [FAILED]

Installing FSCM 9.2.023 to native OS Windows 2012 R2 on virtual machine with psft-dpk-setup.ps1.  Everything looks good until step Configuring Post-Boot PeopleSoft Environment:  [FAILED].  I cannot determine the cause of the problem from the log.  Any ideas?  Having trouble opening SR so asking here, thank you.
