FSCM 9.1 Standard Billing...Enabling "Navigation" drop-down box on read-only page???

Hello all,

Our support team needs read-only access to all Production pages in the Standard Billing Navigation drop-down.  Enabling access to "Header - Info1" allows access to the Navigation box, however also allows Saves.  We need to be able to give them read-only access to the "Navigation" pages without allowing a Save action.  Is there anyway this can be done without customizing the page?
