Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Add tile on homepage for custom page

I need to add a custom tile to Employee Self Service Home page in HCM 9.2 for all users.

If users have updated their self service home page I've added an entry to table ps_pt_portal_pinto for all users and the new tile appears.

If users have not added to self service home page the tile in ps_pt_portal_pinto does not appear.

I've traced the page and tried to duplicate the process of INSERTs but it is not working for users who have not changed their self service homepage.

Any ideas?
