Notes Tab in Advanced Collections

Currently our notes tab in Advanced Collections defaults to the  "Broken Promise" type.  Is there a way to make the "Type" field a required field or default to "Blank"?  This would require the user to select a type with no automatic default?  We are currenlty on R12.1.3
