Where can you set the Default "Distribute by" for PO to Quantity vs. Amount?

Is there a way to set a default for Purchase Orders to Distribute by Quantity rather than by Amount when POs are created?  I've been looking at all the set-ups for AP and PO and couldn't find anything specific to "Distribute By" for POs.
