Why does the Voucher Build process not populate the Distribution Lines correctly when the SPEEDCHART

I understand that Oracle/PeopleSoft considers considers this to be an enhancement, but to me it seems to be a BUG worthy of correcting in the next PUM release.  Does anyone have a workaround in the meantime?  Our company uses speedcharts on a lot of vouchers and they want to use the excel voucher upload functionality with it.
