After cs 9.2 upgrade only 3 products are showing up when trying to create a change package

When I select the FA module in Image 4 CS to create a chg package no bugs show up and I noticed that there were only three installed products, What can cause this?  We recently upgraded to Image 3, and I'm creating a new package on Image 4.
