Unpaid reason on a current transaction is grayed out in Collector's Workbench>Transactions tab

I am still unable to enter an Unpaid Reason on a current transaction in Collector's Workbench.  I right click on a delinquent transaction, and it's fine.  When I do that to a current transaction, it shows grayed out.  I'm in 11i, but I'm assuming it should be the same as R12.  Does anybody know what setting controls that ability?
