Forms and Approval Builder - Forms instructions in Fluid UI

When using Forms and Approval Builder with the Classic UI, step 2 of the wizard allows the forms designer to create instructions for the forms.   When filling out the completed form, there is a tab on which the Instructions are displayed.

When creating a form in the Fluid UI, the forms instructions are added in step 3 of the wizard.  However, after activating the form, I see no way for the person filling out the form to display the instructions as they can in the Classic UI. PeopleBooks shows how to fill out the instructions page when building a form using the wizard  But, there is no place in PeopleBooks that shows how the instructions would be displayed.  So, it appears that we can create instructions, but they are not actually displayed to the user that is filling out the form.
