HCM PI22 DPK PIA creation failing

Anyone having issues creating the PIA domains using PI22?  I've performed several PUM DPK Native OS installations already and they went smoothly however this one will not create the PIA domain.  I've tried default installation, then I tried doing some custom yaml directories, also launching the setup.bat from PsMpPIAInstall. 

This is the only log file created which doesn't say much:
