How to preserve changes to workflow?

We are on R12.1.3.

We are trying to obtain an understand of workflow access levels and how we can preserve our changes when a new seeded workflow is delivered in a patch.

(1)  Change to node attribute value:

You will find numerous notes on MOS that tell you to set the node attribute "hr_approval_req_flag" to "Yes" or "Yes-Dynamic Approval"  to turn on approvals.   We have this node attribute set for "External Learning" process in HRSSA workflow.   That setting gets overwritten every time a new HRSSA workflow is received in a patch.   How do we preserve that type of workflow change so it does not get overwritten?
