In PO module i want to attach document from Back end ,Can we upload?

Hi Team,

I got a new requirement.As am very new to PO module i am looking for some suggestions,Can anyone please suggest solution for below

step1: we are inserting path in one staging table,like URL

step2:from back end it has to read file from that mentioned URL path

step3: once its reads the file it should upload to PO Attachments from back end program itself

Can any one worked on these type of issue ??
