OID 11.1.1.9.0 to use ASO for network encryption to 12c database

in Identity Management (MOSC) Question

Hello,

Oracle Identity Management 11g                                   11.1.1.9.0

I believe ASO used to work for OID to a 11g database when we had weaker algorithms to choose from, but 12c only has > AES128 and now when we try to enable ASO in the sqlnet.ora it fails to connect with:

ORA-12649: Unknown encryption or data integrity algorithm

The client that comes with OID 11.1.1.9 is 11.1.0.7, I believe. Is there something I can do to fix this?
