Query Returns From SQL Developer, Hangs from Query Manager Using Same Execution Plan

Hello,

A query one of our developers wrote returns in 5 minutes or less when it's executed from SQL Developer or SQL*Plus but runs indefinitely when we run it through Query Manager in PeopleSoft.

Although the execution plans appear to be almost identical, I've tried forcing the SQL ID associated with the Query Manager executions to use the same plan that the SQL Developer runs utilize (using the DBMS_SPM.LOAD_PLANS_FROM_CURSOR_CACHE package as noted below) but it doesn't seem to be creating the expected baseline.

Attached are details about the executions (from DBA_HIST_SQLSTAT), a screenshot of Query Manager and both the "good" and "bad" explain plans.
