Send Dunning to Del. Customers error

We have the following error when run Send Dunning Letter to Delinquent Customers and it points to the missing contact id for the site (we are using BILL_TO) and we do PRINT letter not email

GetXmlData:
  Exc_Error:ORA-19202: Error occurred in XML processing

    ORA-01008: not all variables bound

Do we have to have contact setup if we PRINT ?
