HCM 92 update - PI 16 to 21 - CA error: User does not have permission to perform Validate or Compare

We are currently in the process of updating HCM 9.2 from PI 16 to 21, after upgrading PeopleTools to 8.55.15 and HCM to 9.2 PI 16.

Whilst executing the CA job, the step: Merge GP Rule - GP New Zealand External' got failed with the error message- Error: There are no Version-based Rule packages for the Country NZL (17005,1104).

Upon looking into the GP_PKG_ADSMR Application engine where this error was originated from, I have noticed that no GP ADS projects were copied to the target database, though the CA shows that the relevant steps completed successfully.
