OAAM: Is there a way to enforce a temporary OTP Challenge Block after wrong OTP attempts?

If user enters a wrong OTP more than the limit value, user accounts gets OTP Challenge Blocked until it is unlocked using a CSR.

Is there a way to enforce the OTP Challenge Block temporarily? .. meaning user should get unlocked say after 1 hour and again should be presented with OTP Challenge when he accesses the same resource again.
