Will oracle just completely slam its customers by putting huge TAX_CLASS mod and bundle it with PToo

we are in the middle of upgrading form 9.1 to 9.2. this TAX_CLASS modification is in image 23 which will be out in July. 

how will you all address this change for a 9.1 to 9.2 upgrade.

AND to add insult to injury, have PUM image 23 contain regular fixes, the HUGE TAX_CLASS modifications and just to kick its customers, plop it with People tools 8.56?
