E-PUM: Uploading Target Database to PUM Source: Your security options are set improperly. Please con

We installed the latest HCM update image 022, then uploaded our target database info to the image and got the "Your security options are set improperly" as noted in the doc id above,

the cause noted in the doc id says the target environment already existed, this seems to be a bug,  just saying...
