Budget Details Search

I see in 9.2 that the Budget Details search is now broken down into two pages. You are able to search by Business Unit and Ledger Group on the initial page. After clicking search, you are then presented with additional search parameters on a separate page (KK_INQ_BDDT_SCH). That's all fine and dandy until I log in as a different user and do not get presented with the second search page. Instead, I get redirected to the Commitment Control Budget Details page (KK_INQ_BDT_STATUS). Does anyone know what is controlling this? Why can't I access the second search page under the other login?
