Do I need to perform the database-specific steps for a Tools patch when creating the database from a

We're upgrading from FMSv9.0 on PeopleTools 8.52.10 to FMS 9.2 with PeopleTools 8.55.15.  I'm wanting to deploy on newer OS and MSSQL version also so am building new machines as well. 

I've installed PeopleTools 8.55, patched it to the 8.55.15 level, and then installed the FMS application.  I'm at the point of creating DEMO and SYS databases and find myself not entirely sure whether I need to perform the database-specific steps for the Tools patch (step 5 in the patch Readme), or whether the necessary database changes will be applied by default since the system is at that patch level already, before the databases are created.
