where is First Party Registration Location Names populated from

Trying to set up first party registrations based on inventory Organisation type but location names do not have any list values to choose from ... for your information we have registrations in all states but only have one OU and IO set up in Oracle. The idea is to setup the IO with all State location combination registrations. Any ideas where to set up multiple locations for a single inventory organisation and would this propose set up structure work?
