India GST - How to setup taxes as Recoverable?

I did India GST setup as per the user guide -

1. Set Tax Type as Recoverable and Offset

2. Claim Terms Defined.

However, I didn't set Item Classification as we don't have any items. Now, my question is how can I do the setup to get Taxes as Recoverable. Any help is really appreciated.
