Update using Image 20 - MTP pass - missing activity guides

We are updating using PUM.  Current environment is HCM 9.2 (image 9) - using PUM to update to Image 20.

We are updating and becoming current on Image 20 (selection of all unapplied fixes - i.e. "Make me current") 

After the initial Pass - our new activity guides were present.  But, when updating our next database (MTP pass), we are missing activity guides (for example HRS_CG_APP).

Any suggestions or ideas to help in resolving this?
