Standalone AP invoice transaction recoverable box is not checked

Standalone AP invoice transaction recoverable box is not checked. Even tax type having recoverable checkbox checked. All other relevant account codes have been put. Claim assignment has also been made for relevant tax types. Now when we create a PO receipt match AP invoice taxes coming as recoverable i.e recoverable tax box is checked. But when we're creating Standalone AP invoice recoverable tax checkbox is not selected even when we're selecting the same tax category used in PO receipt match AP Invoice.

Now thing we have observed that in claim assignment it has become mandatory to put Item classification, let suppose "Goods" and then we give recovery GL accounts. Now in PO receipt match invoice Item is there having classification of Goods in item classification. But when standalone AP invoice is created there is not item and recoverable check box is not selected even when tax type is recoverable, having relevant GL codes are there and claim assignment is being done.
