What SBC's behavour after reboot in a HA configuration?

Hi folks,

Can someone explain more details on what SBC's behavour after reboot?

For exmaple, in a HA configuration, SBC1 is Acitve and SBC2 is Standby. If I reboot SBC1, SBC2 will come to be Active. I want to know what will happen when SBC1 boots up. E.g. Will SBC1 first check the peer through HA links (wancom1&2) then send gratuitous ARPs with sec-utility-addr?

The reason I ask, it is I found out the new Standby SBC1 sends gratuitous ARPs with the virtual MAC and floating IP when it just boots up, is it the behavours expected?
