Screen Reader Accessibility to Home Page Tiles

The Home Page Tiles don’t display any Alt Text when hovering over them. According to a customer in charge of reviewing application accessibility in my company, the Tiles are not accessible to a screen reader. They say that the lack of the Alt Text is an indication of that since the screen reader doesn’t have any text to read for the tiles. Alt Text normally displays when hovering over objects whether you have accessibility mode set or not. Oracle documentation says that the Tiles are made accessible as buttons, but without any alt text I don’t how would the reader
