Dynamically add any new records into the query access tree

I would like some power users to be able to access all records via query manager, even new ones that are just created without having to add each one into the query tree and then without having to add in the permission lists any new access groups created.  is there a way to set it up so that some users dynamically are able to query all records all of the time?
