FCM v 11.1.2.4.201.3266 reassignment emails

We are using FCM 11.1.2.4.201 and several users receive all reassignment requests even when they aren't assigned to the task. 

We have two questions -

Can we turn off reassignment in FCM but not ARM?

Who receives reassignment requests in FCM?  What causes users to receive reassignment requests in FCM?
