Voucher Integration real-time

We have a business need to load third-party vouchers in as close to real-time as possible so they can be immediately paid. Currently, I only see functionality to load vouchers via the staging tables, which requires voucher build to be run. We need to be able to interface vouchers in immediately, so the user can go into PeopleSoft an cut an express check. Basically, the customer is at the counter, the user enters the loan information in a custom third-party system, that system will interface the information to PeopleSoft in order to create a voucher and then the user would
