Work Items, Strategies and Strategy Defaults options are not finding

Hello Experts,

We are trying to create "Strategy Templates" and not finding as "Strategies"  under "Collections Method Setup" as per second screen shot below. Kindly help.

Currently finding as below.

Need to find as below in order to create Strategy Template.
