Security on a tile

I'm in the process of creating homepages and tiles.  I'm putting security on the homepages so that they don't appear for everyone.  It appears when I put security on the

homepage and tile to a specific role, the role also allows the person to perform the actual function.

Let me be more clear.  Role 1 is an actual technical user role and Role 2 is a technical role (no functional access). 

I gave the homepage and tile to a developer (role 2) that does not have access to the page through security, but they can perform the functional task.

Does the title and homepage security act the same as adding the permission list, and page, to a security role through Security User profiles ??
