PeopleSoft User ID for scheduling queries

What is the best practice for scheduling queries?  I am experiencing a drawback to having random users schedule queries.  If the person who scheduled the query terminates the scheduled query under that User ID is no longer scheduled and any users who were receiving the query outputs via email no longer receive them.  Is it recommended to create a generic user ID (and associated logon password) that can be used to logon to PeopleSoft and schedule queries.  This generic user would never be terminated.
