Why TDS Tax Details doesn't open in Invoice workbench?

Hi

We are using GST and applied model 3 patch with GST enablement and are on 12.1.3.

Created TDS regime, tax type and category.

While creating the AP manual invoice using India Localization Payables responsibility, TDS Tax Details doesn't open as seen in attachment.

Also note, while completing the Withholding threshold setup, tax name is not showing lov meaning no category can be assigned. Is this leading to the issue?

Any help here is appreciated.
