Is there any way to stop the view from loading/Navigate to different view before view is loaded from

Hi,

We are facing a strange security issue with our Siebel citizen portal application and please note that there is no Position or Division or User based visibility in our application.

We want to be able to give access to certain users/applications of the few detail views of our application with specific record Id (SWE RowId) embedded in URL.  User would access URL like:

http://[Siebel...]/start.swe?SWECmd=GotoView&SWEView=[View...]&SWERF=1&SWEHo=[test..]&SWEBU=1&SWEApplet0=[Applet.....]&SWERowId0=1-ABC12D

But we want to make sure that when user hit the detail view URL, we should first take the row ID from the URL, check if the given user has access to that record and:
