Is it must to enable TDS enablement patch?

Hi

We are using GST phase 3 patch and tested GST functionality.

Client did not use IL before and hence we do not have any IL specific TDS functionalities setup.

As client wants to use GST TDS now, we setup GST-TDS related setup like Regime to rate and TDS section code, Threshold setups.

While applying RUP6 (26171921:R12.JAI.B), got error in form JAINTDST.fmx
Seemingly the ordering of patch led to the issue.

Need some help in understanding, if TDS enablement patch is must though TDS migration patch is optional?

Has any one tested GST TDS functionality without applying TDS enablement patch?
