Cannot set documentation

In Change Assistant for a 9.0 to 9.2 upgrade I'm not able to set the documentation directory.

I've downloaded the upgrade template from the PUM image and that has loaded fine.  I've then clicked the top chapter > edit > set documentation directory > selected the same download directory where the UPG change package is > Open > then navigated back to a step - no documentation.  I have then tried to "finalize documentation" > message shows "finalizing documentation. please wait" > click OK > message shows "Finalizing completed: Final doc name \download|upg....\IP.htm.  This "IP.htm" file is zero in size.

I've tried closing CA, changing the directory of the first step to "set doc directory", each time it would generate a IP.htm but zero size.
