Adhoc Tax rate Per cent

Is it possible to create Tax category which will have Tax rate attached?

For example, if I create  Tax category which consists of 2 tax rate like CGST and SGST. Then we should have option to select tax rate in percent at  transaction level. That means Adhoc Rate %.
