Is it necessary to have all entitlements prepended with the IT Resource Key for upgrading from 11Gr2

in Identity Management (MOSC) Question

After running the pre-upgrade report, the provisioning report returned a value of 72 lookups not containing prepended values.  Is it necessary to prepend all of those entitlements for the upgrade?
