Pay Cycle Selection Criteria

Regarding support document Vouchers not selected for payment CHECKLIST (no work) (Doc ID 607093.1)

It does not list valid budget check as a requirement for payment selection.   Is valid budget check status truly a requirement?   We, obviously, do not want to make payments without budget available.
