Account Locked Failure - While providing Web Service

I get the below response when I try to "Provide Web Service" (creating WSDL).

The Service Operation (EXCELUPLOADFORVOUCHER) and the node (PSFT_EP) is mapped to the user VP1 (Full Access). VP1 account is not locked. We are able to login through PIA successfully.
