Guided Self Service - Activity Guide under PeopleTools template

We have 'Manage Template" under PeopleTools > Portal > Activity Guide , where we can see the Activity Guide Templates.

I see that 'Guided Self Service' which is one of the template used for MSS transactions, is not enabled as a hyperlink where as others are enabled as hyperlinks. I have ran the Portal Security Sync but that didn't help and I am not sure what's missing.

I logged in as PS and see that it is enabled but when logged in as a cloned user(PS clone) it is greyed out. All the roles that PS has are available for the cloned profile as well.
