Tax lines are fetching and updated with recoverable flag unchecked

Hi,

The tax lines are fetching and updated in india tax details from with recoverable flag unchecked. We could not manually check this flag since the field is against update. The recovery rate in tax rate is 100% and tax type for the tax rate is recoverable.

This is happening for some of the purchase orders and not for all. Especially in blanket purchase agreement.
