what access is needed to be able to change type and format on the process scheduler request page

Users would like to be able to change the type and format when submitting jobs through the process scheduler. 

This should be a pretty simple request, but everything I do does not seem to be working.  I granted access to the menu PROCESS_SCHEDULER, and then in system setting enabled the different pages required, but still nothing.  Any ideas are appreciated.
